From the existing literature does not explicitly described the purpose of the incentive system applied. Only the compensation objectives described it. Given, incentives are part of direct compensation, then the system goals are basically not much different incentives for the purpose of compensation.
The purpose of the stipulation of compensation according to Werther and Davis (1996: 381) is as follows:
1. Acquire qualified personnel (Finding qualified personnel)
2. Retain current employess (Maintaining existing workers)
3. Ensure equity (appropriate payments to workers)
4. Reward desired behavior (respect for workers' behavior)
5. Control costs (control costs)
6. Comply with legal regulations (Fulfilling various rules)
7. Facilitate understanding (Creating an agreement)
8. Furtther administrative efficiency (efficiency of administration at the time will come)
